Dr. Valencia Hicks-Harris is an accomplished educator and advocate empowering Black & Brown youth and families in Raleigh, NC. She holds a Doctorate in Educational Leadership and is the Executive Director of Empower All Inc. In 2024, she was inducted into the WakeEd Partnership Stars of Education Hall of Fame.

She has more than 20 years’ experience working and supporting nonprofit organizations in our community. Kati holds a BA in Business Administration, and earned a certificate in Nonprofit Mgmt from Duke.

Adis Liy
Board Member
Adis Liy, M.S.Ed., is a Research Project Coordinator at UNC’s Frank Porter Graham Child Development Institute with over 20 years of experience in early childhood research and program evaluation. She specializes in data management and project coordination to enhance early childhood outcomes. She is bilingual in English and Spanish. She also supports diverse families and educational initiatives.

Born in Iowa. Lived & worked in Raleigh for 35 years. Roxie is a clinical pharmacist at WakeMed North and has spent her career in hospital pharmacy and oncology. Roxie served on the Wake school board for 14 years. She volunteers today on medical missions in third world countries.

Throughout Bob’s financial advising career, he’s seen opportunities created when parents help their children build a strong reading foundation. Involvement in Rotary & Scouting further emphasizes the link between literacy, personal develop-ment, and empowerment. He is convinced that delivering reading resources at an early age everywhere is critical to sustaining communities.
Billy Moore

Billy currently serves in the WCPSS Office of Equity Affairs. Previously he served as a principal at two elementary schools and as a middle school assistant principal. He served on the inaugural Equity Task Force for Granville County Public Schools, and he continues supporting work that addresses inequities within his community.
